Unable to do Makes after updgrade from 8.0 to 9.0

After upgrading from Redhat 8.0 to 9.0 I wanted to compile the
latest NVidia kernel module & GLX.

Whenever I try to do a make on the NVidia or any other Makefile
I get an error about missing makefile, etc.

Everytime I've upgraded Redhat (and other Distros) it seems some
of the symbolic links to kernel sources & libs get out of wack.

This is why I normally do a fresh install.

How can I fix this so I can use my newly, updated Redhat?

Any how-tos or other documentation on upgrades of one
release to another, the gotchs, and work-arounds available?

I may be forced to do a fresh install if I can not resolve
these problems.
