I do not know if that would work. When the download of the kernel fails it leaves both a header and an rpm file in /var/spool/up2date. I do not know if up2date would realize it only needed the header file and download only that. It would sure be nice if that would work.
My guess is the kernel RPM is corrupted, not the header file. Try deleting the header file and kernel RPM and restarting up2date. up2date checks RHN and downloads new header files as it discovers them, then grabs RPMS once you've agreed that you want them installed. So if you delete the header file, it'll grab another one 'cause it knows you don't have the corresponding RPM already installed.
I had the exact same type of error occur (gpg sig fail) one week ago during an install of openssl on RHL9 and it was fixed by simply restarting up2date. I'll let you know if my system barfs on this latest kernel update and can't recover.

Yes, I've done it several times in the past when I d/l updates on a friends cable modem and burned them onto CDROM to avoid using my dial up modem. You can just copy over the updates to /var/spool/up2date and restart up2date. It'll notice the RPMs are already on the local disk and use them instead of downloading new ones.
