menu editing ( again ? ; )

Wondering if anyone here made menu editing work at all.. ?
I tried  .. failed. 

Is it still disabled in 9 ? 

If anyone got a receipe to get this working ill appreciate.. 
and will trade for my world famous waffle receipe  ; )
