You may want to consider using XEmacs instead.  It comes with gnuserv
and gnuclient (I use it all the time).

Looking at /usr/share/xemacs/xemacs-packages/lisp/psgml/ChangeLog, it
looks like it's kept current:

2003-01-19  Rendhalver [Peter Brown]  <rendhalver@xxxxxxxxxx>

        * Makefile (VERSION): XEmacs package 1.38 released.

2003-01-11  Ville Skyttä  <scop@xxxxxxxxxx>
