Now what's enabled/disabled in the end (i.e. NTPL) is dependent on what you configure before recompiling. By default, the make config/menuconfig/xconfig process will load the .config file from the configs directory based on the currently running kernel (if not, I know that the relevant config always comes up for me). These are the defaults used to compile your currently running kernel. From here you can make your additions/subtractions/changes as needed.
