Graphical Boot?

How do I get this rhgb from the cvs site from below on the rhgb link? 
And is this a graphical boot up that takes the place of the kernel
messages during boot?

Graphical Boot Support Coming?
It appears that support for a graphical boot is in the works. Some
pieces have been put in place in Red Hat Linux 9. If you modify
the/etc/sysconfig/init file and change BOOTUP=color to BOOTUP=graphical
then early in the boot process via the /etc/rc.sysinit file, the Red Hat
Graphical Boot binary, /usr/bin/rhgb, (Red Hat should move it to /bin or
/sbin as it will be a binary required before /usr gets mounted) is run.
Before you get too excited, note that the rhgb binary isn't included
with RHL9.
