I would guess that you did not have to restart the machine, but could have
started or restarted the affected processes and achieved the same result.

Linux almost always does not require a restart to install and run new
services.

You may have had to restart apache:

/etc/rc.d/init.d/httpd restart

... and your mysql server

/etc/rc.d/init.d/mysqld start
