kppp question

I've worked out how to allow users to run kppp with /usr/sbin/kppp.

Is there a way to let them use /usr/bin/kppp since that is what their
icon/menu button points to?

Or a way to change the default to make the icon (or menu botton) in
accounts created in the future point to /usr/sbin/kppp?

Is there an advantage allowing access to one of these (/usr/sbin/kppp ,
/usr/bin/kppp) as opposed to the other?
