i had done everything that you suggested except to check the firewall rules. when i stopped the iptables service (as suggested by an earlier post) the telnet service started working.

i dowloaded redhat-config-securitylevel and changed the firewall rules to allow telenet, ftp, etc.

thanks,

i just installed redhat 8 and i am trying to figure out how to activate

turn the telnet service on?

Did you actually install the telnet-server package? Did you look at your firewall rules and open up port 23? Did you reload xinetd after editing the telnet file? Did you look at your /etc/hosts.deny and /etc/hosts.allow files?
