How to set frequency of Monitor in KDE (or GNOME).

Hi all,
How can I set frequency of Monitor in XWindow?
I found information of Monitor are specified in file
/etc/X11/XF86Config.conf. In my RedHat Linux 8.0, Information of monitor
are:

Section "Monitor"
 HorizSync   30-85
 VertRefresh 50-160
 Identifier   "Monitor0"
 VendorName   "Monitor Vendor"
 ModelName    "Compaq V710 Color Monitor"
 Option     "dpms"
EndSection


But, I can not found where to specify the frequency that Monitor works at.
In Windows, I can choose any mode (Resolution and Frequence) of Monitor that
Adapter supports such as:

1024 by 768, High Color (16 bit), 60 Hertz
1024 by 768, High Color (16 bit), 70 Hertz
1024 by 768, High Color (16 bit), 76 Hertz
1024 by 768, High Color (16 bit), 85 Hertz
...etc...
by go to Start/Control Pannel/Display...
but I don't know where in Redhat Linux to do this setting.
