Hrmm, 
It's not in Red Hat fetchmail package, and hasn't been since Red Hat 7.3.

$  rpm -ql fetchmail | grep conf
$

$ rpm -q --changelog fetchmail | grep -A 2 -B 2 fetchmailconf

* Tue Jun 11 2002 Nalin Dahyabhai <nalin@xxxxxxxxxx> 5.9.0-15

- - remove and obsolete the fetchmailconf subpackage (tkinter is gone, so it
  can't be run)

(The above is wrong. tkinter has not been removed from the distro.)

I added a comment to an existing bug against Red Hat 8.0

No response to either report to date. 
Granted, it's a tough fix, changing a 0 to a 1 in the specfile... ;)
