Strictly guessing, but perhaps rpm believes that version 1.3b should be 
newer that 1.3.
Makes sense to me anyway. Looking at the following list of files,
1.3
1.3a
1.3b

I'd assume 1.3b was the newest version.

rpm checks %{version} then %{release} I believe. Since the versions 
differ, release won't be considered.
