The manual page for init(1) would answer this question.  ;-)

It is used to bring the system down to single user mode.  In simple cases, 
this is the best way to ensure that files on the /home partition are not 
being used so you can easily unmount /home.

On Linux 2.4 and higher, there are other ways of remounting partitions without 
bringing the system down or unmounting the partition directly, but the way I 
described should hopefully be the best and easiest for you.
