You can't.  If the system has direct access to the Internet, then every
user will have access.  Even if you remove the ftp client, nothing stops
them from putting it back.

What you could do is to not have outside access from the outside except
through a proxy server.  The proxy server then authenticates the user
and/or the host.  Squid can be used for this.
