if you have another unix or linux system, use dd, with a syntax something
like:
dd if=/path_to_file/file.img of=/dev/fd0

if you don't, I believe you can try this:
http://access1.sun.com/drivers/utilities/dd.exe
or possibly the \dosutils\rawrite.exe on the redhat CD #1.
