This is just a guess, but perhaps Evolution is checking a public key
server for his public key, rather than your personal keyring. You should
probably verify that your friend has published his public key to a
keyserver (they all mirror one another, so it doesn't matter which one
he uses), and also check Evolution and make sure it is checking your
personal keyring first, before going out to check a keyserver.

Like I said, just a guess.
