/usr/bin/kmenuedit

If you look at the desktop file at 
/var/lib/menu/kde/Applications/System/kde-kmenuedit.desktop you will 
see the line:

NoDisplay=true

This tells kde not to add it to the menu.  Change it to false if you 
want it show up in the menu.
