rpm -e kernel(old one) doesn't come back

I had three kernels installed on one of my computers. I issued "uname -a" to ensure that the system was using the latest kernel of the three installed (2.4.18-18.8.0).

I then issued "rpm -e kernel-2.4.18-14" and the process never came back. "ps" show the process running with no time. "top" doesn't show the command at all. Files from 2.4.18-14 is no longer in /boot. /etc/grub/grub.conf no longer includes references to 1.3.18-14.

I am currently running "rpm --rebuilddb", but the process is not taking any CPU according to "top"

Is it safe to reboot the system?
