I had the same problem.  Make sure the options file has correct parameters.  Change premission on pppd.  Chmod 0755 pppd,chgrp pppusers on pppd and chmod u+s pppd.  Check chap have the following lines: username=user secrets=* and ip=*.  My problem is I can connect after solving this problem but I am not able to get out to the internet or any other place.
