FTP Client - apparent bug

I have recently loaded Redhat 8.0 on a new machine
from the iso.org downloadable disks and then brought
everything up to snuff with the Red Hat Network.  I
am running across some strange anomolies I have not seen
on other UNIX like systems including earlier versions of
Linux.

For example:
The following trace shows interaction with the ftp client.  What was
sent to the shell was a simple get command.  The output from the
shell, all 973 bytes of it, follows.  The client was sending a carriage
return followed by rewriting the entire line with each new byte sent.
No other ftp client seems to do this.

Where should anomolies like this be reported?
