It can be everything, ranging from a configure script written for Qt 2.x and unable to recognize Qt 3.x (for instance, the version tag changed in Qt 3.0.x), to a bad check for Qt and a check that doesn't evaluate the QTDIR environment variable. Have a look at the file config.log.
