sshd is not a tcpwrappers/xinetd thing. Delete the file you created and issue the command "service sshd start". If sshd is installed on your system this should be all it takes to get it running. However, running is not enough. You may also need to open a hole for it in your firewall if you have one running. {^_^} (Of course, I am not speaking from diret psyche experience.
