Thanks for the suggestion. Gave chattr a try but still unable to delete the file. Is there any other possible way to delete a file when the permissions have ben scrambled?

Sounds like your file permissions got scrambled and the file may have the immutable bit set. As root do the following to clear the file and make it deletable:

chattr -i <filename>

man chattr for a discussion of file attributes.
