No, and the installer uses the updates kernel if it is available. Failing 
that, it falls back to the kernel-BOOT package.

Sometimes. ;)
The main problem with the BOOT kernel is that it doesn't have math 
emulation support. It won't boot on anything less than a 486DX without 
math emulation.
BOOT package:
[mfratoni@paradox XFree86-4.2.1]$ grep -i math 
/usr/src/linux-2.4/configs/kernel-2.4.18-i386-BOOT.config
# CONFIG_MATH_EMULATION is not set
# CONFIG_MATH_EMULATION is not set

i386 package:
[mfratoni@paradox XFree86-4.2.1]$ grep -i math 
/usr/src/linux-2.4/configs/kernel-2.4.18-i386.config
CONFIG_MATH_EMULATION=y
CONFIG_MATH_EMULATION=y
