You need to use an ftp search engine to find files.  Here's what a search
for "base64 encode" turned up using http://www.alltheweb.com:

http://www.fourmilab.ch/webtools/base64/

There's a Unix source package (base64-1.3.tar.gz) you can download from
that site.
