Have you tried the earlier suggestions already?

  # rpm -V rpm
  
  # rm -rf /var/lib/rpm/__*
  # rpm --rebuilddb

And if that doesn't help, consider verifying all your installed
packages. Possibly something has been damaged:

  # rpm -qa | xargs -n 1 -t rpm -V &> rpm-Va.txt
  # less rpm-Va.txt
