How to create sgml->pdf documents where the swedish letters NOTturns into non readable stuff?

I am playing a bit with docbook and tried to make a simple document for
my self. I copied an example from a tutorial and run docbook2pdf on it
and the result was fine.
But when i change the title on the example from its english words into
swedish words then some of the swedish letters are unreadable, why? 
What should i do to make them readable?
I suspect it has something to do with UTF, but realy, i should be able
to make simple docbooks example in my RH8.0 system, shouldn't i? :)


The example starts like this:
"<!doctype book PUBLIC "-//Davenport//DTD DocBook V3.0//EN" [
]>"

Should i change the EN to the code for Sweden? The tutorial does not
explain that tag, it only sais not to care about it. :)
