Well, apt-get is not kpackage. We solved it in linux@linux.cz on this 
way.
1) Use the mandrake rpm kdeadmin-3.0.4-1mdk.i586.rpm, but you will need 
the force parameter (dependencies). Works fine in my computer.
2) Compile the kdeadmin from tgz sources
3) Get the SRPMS package kdeadmin,
change in kdeadmin.spec line:

%define kpackage 0
to
%define kpackage 1

and tou have to rebuild.

The redhat-config-packages is unusable at this time.
