It appears that your ATI Radeon Drivers don't support DXTC/S3TC. Suggest you go to the ATI site and see if they have updated drivers. I run both RTCW and UT2K3 with no problems. Then I run a Nvidia GF4 card which the drivers support compressed textures etc..
