It works for me on an upgraded 8.0 with 

 xterm
 gnome-terminal
 multi-gnome-terminal

but not rxvt. 

Default environment:

$ set |grep "LANG\|LC_"
LANG=en_US
LC_COLLATE=C

I typically use lucidatypewriter for fonts, though gnome-terminal was
using something else (monotype?). 

I am not close to sorting out which factors influence this (including
application settings like mutt's $charset), though utf-8 seems to be a
complicating factor.
