A redhat-config-users solution has been found.

In a bugzilla report a solution to the redhat-config-users
not working problem has been found. Try it out.
In the file /etc/libusers.conf are the two lines:
modules = files shadow
create_modules = files shadow

With the word shadow on these two lines the program only works
with system using shadow passwds. When you remove shadow from these
two lines the program works on systems with normal (non-shadow)
passwds. 
It took 6 months but the solution emerged.
