Your right, it does say that should work.

SYNOPSIS
   QUERYING AND VERIFYING PACKAGES:
       rpm {-q|--query} [select-options] [query-options]

       rpm {-V|--verify} [select-options] [verify-options]

       rpm --import PUBKEY ...

       rpm {-K|--checksig} [--nogpg] [--nopgp] [--nomd5]
           PACKAGE_FILE ...

However, a few paragraphs below that section, it lists different options:
   verify-options
        [--nodeps] [--nofiles] [--noscripts]
        [--nodigest] [--nosignature]
        [--nolinkto] [--nomd5] [--nosize] [--nouser]
        [--nogroup] [--nomtime] [--nomode] [--nordev]

rpm -K --nosignature appears to replace both the --noggg, and --nopgp
options.
