For a 'global' change, you can just
open Nautilus;
go to Edit->Preferences;
go to Desktop & Trash and select 'Use Nautilus to draw the desktop';
go to 'views' and under 'Icon View Defaults' change your default zoom
level (to eg 75%).
You should see the icon sizes on the desktop change right away. (I do!)
