I think Red Hat just shipped a more secure configuration for PHP than in
the past.  I also had to set:

register_globals = On

so that my applications that use them would work.  I think there may
still be Apache-2.0/PHP things that may bite me so I haven't converted
any of my production stuff over yet (not without a lot more testing).
