Using the distribution supplied tool "Xconfigurator" to configure
XFree86 will result in an X configuration on all hardware that
has working Xvideo, as long as the video driver supports Xvideo.

If you're using a proper configuration, then it will just work
unless you've purposefully disabled it (and you would know that).

If you've used some other mechanism to configure X, then you
really should use Xconfigurator. If you still end up with no
Xvideo, then more likely than not, there is no Xvideo support for
your video card.

2 recommendations:

- Update your system to the latest Red Hat security errata,
because your system is out of date and contains security
vulnerabilities at least for XFree86, and possibly other software
if you haven't upgraded to the latest security updates.

- Buy a new video card that is supported by XFree86 including
having Xvideo support.
