If that's the case, why the different perl() notation in the dependency listing?

Note that installing using the CPAN shell will not update the RPM dependency
tree, hence you will need to install spamassassin with the -nodeps option.

Far better would be to install the perl-MIME-tools-5.411-2.noarch.rpm.

binand@binand[~]:(5) rpm -qp --provides perl-MIME-tools-5.411-2.noarch.rpm
perl(MIME::Body) = 5.403
[snip]

It is inside the contrib subdirectory.
