This has been filed as a bug: https://bugzilla.redhat.com/bugzilla/show_bug.cgi?id=70657 It is possible to modify /etc/sysconfig/network-scripts/ifup-routes so that complex "/sbin/ip route" states (such as multiple default routes) can be "preserved", but currently there is no "standard" way (that I am aware of) to save and restore policy routing (/sbin/ip rule) or /sbin/tc rules.
