Can't boot linux when using kernel-2.4.17-0.16

Hi again.

I tried to make boot disk while installation but I can't make boot disk.

 In the graphic mode(ctl-alt-f7),
 "An error occured while making the boot disk
  Please make sure that there is a formatted floppy in the first floppy
drive"

 Yes, Im sure that there is floppy in the drive.

 and in the ctl-alt-f5, the message is;
"Can not find root partition in /etc/fstab"
