Don't ask me. I saw the advisory announcing -13 and ignored it;-). It 
appeared in my updates tree, and when I do a new install gets picked up.

I have noticed in the past though that RH doesn't always remove old 
versions as soon as I think it should. Perhaps their publishing 
procedures need some refinement.
