Not exactly. While ext3's ordered data mode enforces "data before metadata," the change I described in xfs removes forced "metadata before data" cases, but does not enforce the inverse. I.e. xfs does not have strict "data before metadata" ordering, but it no longer forces the undesirable "metadata before data" ordering in most cases.
