MariaDB 10.x will not install in Debian Stretch if Reiser4 rootfs has a separate non-reiser4 /tmp partition

I have verified issue in subject of this email in a Google Compute Engine (GCE) instance running Debian Stretch.

Back when I successfully installed Metztli Reiser4 on a ServerPronto remote dedicated server:

I went crazy trying to figure out why neither MariaDB nor Percona installed in server on referenced link above.

And I ended up incorrectly blaming the memory in the server and terminating the service. This is typical of what happens
