I want to use it for rsyslog server with OpenStack services in debug mode. So many logs will go there...

I would suggest to use a dedicated partition with zstd1 compression in intelligent mode.
Simply specify "-o compress=zstd1" when formatting a partition.

Yes it does, now it's enabled by default.
