RE: MISSING: system-config-packages

system-config-packages doesn't exist.  Do yum install pirut, or yum localinstall /path/to/pirut/rpm

the big question is - how did it get removed from the box?

Try yum install system-config-packages
and I think you can tell it a repository to get it from, and that will find all the dependencies.
