I don't entirely know if this is the answer you're looking for but I
don't think you will get exact translation in functionality because
apt-get purge will actually remove configuration files even if they
have been edited where as if a file is marked with %config(noreplace)
in the spec file of a package then rpm is not to remove it if it has
been modified. There *might* be a way around this but I'm not aware of
one.
