Of course, if monitored ip failed then cluster or heartbeat take an action and bind related ip address to another node.
At this time you should keep iscsi conf synced and after action happen need to write a script and execute iscsi deamon, thats all.

I need a cluster IP so that when the primary iscsi server down, the iscsi initiators will connect to secondary server without interruption.

GFS may not be required as only one server is active at a time.
DRBD is need for replication

Could we configure rhcs to start iscsi target (enterprise iscsi target) on backup server when primary is down?
