Any mailing list for Linux internals other than LKML?

The Linux kernel mailing list (LKML) has lots of traffic, mostly
about code to patch the kernel. Is there a mailing list or online
web forum where people talk about Linux internals by just reading
kernel code? For UNIX, the comp.unix.internals newsgroup does that
(or "did" that, due to uncontrolled growth of spams in the past
one or two years). I'd like to know something similar but just for
Linux. Thanks.

(In case you ask if I have a specific question, for now yes.
`ipcs -u | grep '^segments allocated'' gives a wrong number than
`ipcs -m' shows, and I'm tracking that down.)
