If you are in runlevel 3 -- you won't have a graphical environment running to start with. You can use ssh -X to tunnel graphical apps back to whatever machine you are shelling in from. After you have shelled in to the system you can start X apps though I have not seen a way to start kde or gnome this way. I have started kfmclient or nautilus remotely and they seem to work fine. I don't see a use for vnc when you are running X applications this way.
