If you look at the documentation here:
http://www.redhat.com/docs/manuals/enterprise/RHEL-3-Manual/security-guide/s1-wstation-privileges.html
and look at table 4-1 it says that ssh is PAM aware.  The documentation
should also help out with enabling PAM settings.
