I don't know for Weblogic but for Tomcat and Oracle AS 10g, there is a certain amount of memory that is allocated for the JVM. Most of the time it is configured through the -Xmx option of java.
A quick way to find out the current value is to do a simple "ps -ef | grep Xmx" (will work only if Weblogic is running a "java" process).
Please note that PEA allow 32bits OS to handle up to 64Gb of memory but there is no guarantee that 32bits APPLICATIONS running under such OS can use more than 4Gb.
