I have started all over with the cupsd.conf
The changes I made were
Browsing On
Browsing Yes
BrowseOrder allow,deny

Allow 128.subnet3.*

What does the 192.168.0.1 represent? I am on a university subnet,
so I am not using the 192 subnet.
